Enable a preset feature in Payment settings to default "Settle Funds" to either yes or no

ISO suggested the ability to preset the "Settle Funds" in settings as they do have one account that requires pre auth on their sales before forcing them through. Would like to have the feature turned on so that their staff does not accidentally forget to change flag before transmitting.
