Offline mode, in case you loose Wifi connection you can still make payments

There will be a potential liability to the merchant if once back "online" some payments are declined. However, it will give the merchants comfort that they don't have customers standing around until the wifi is back up for any reason

The vendors will load the BOBs (you can choose your BOB type in Hall 0) into their merchandise and you pay the bill at the exit of the hall.
