As I read the request my opinion is that the request is for Option C (+), The option to Bill Immediately the full recurring Payment amount. The + part would be the ability to come into the recurring profile and accelerate the payment. For Example if a customer payment is due the 30th but they call on the 20th and say please bill me now (because I have the money) or Please bill me an additional amount today and continue with the recurring payments.
I personally had a customer in this situation and I had to run the payment as a quick pay and it did not put the history of the payment within the recurring plan, and I had to either cancel or suspend the plan and create a new one so it would not over charge the customer.

Thank you all for voting on this feature! We are looking to implement the Bill now button, however, I have a couple questions regarding your expectations for this feature. There are a couple ways to interpret this request and I want to make sure we build it how you're expecting.
When you click this button are you expecting to bill a customer right then and there for:
a) The full amount of the recurring plan. If this is the case would you anticipate the start date to be set automatically for you based on the date the bill now button was clicked?
b) A prorated amount based on the start date and the cycle you have selected for this recurring plan. If this is the case we do have a prorated option in the payment section of a recurring plan but maybe we can make it more prominent.
c) Bill immediately for the full amount, but have the contract pick up based on the time period selected in the schedule of the contract even if it is set to start within the same month.
e) none of the above
