Allow Authorization-only for Clerk access

Many merchants want to be able to allow front-line users to authorize-only a transaction, but NOT allow access to reporting/statements/etc. It would be helpful to add the ability to "Authorize only" to the CLERK user-type, instead of restricting it to Supervisor-only.

    This just came up for me as well for a multi-location card dealership who wants to be able to use authorization only transactions to put a hold on funds for their loaner car program, but does not want to give all employees supervisor level access to reporting.
